Mr. Temporary Deputy Speaker, Sir, I would like also to thank Kenyans for shouldering the burden of uncontrolled prices for a long time. We know that in certain African countries, normally when price of flour is increased by about a cent, people go on strike. Yet, Kenyans, when prices are increased by quite substantial amounts, they have remained faithful to their country and have never gone to the streets to demonstrate. Mr. Temporary Deputy Speaker, Sir, I am supporting the Price Control (Essential Commodities) Bill, although I still believe in free market enterprise. However, free enterprise should not be used to enrich a few people while the masses who elected us continue suffering. In this yearâs Budget, the Deputy Prime Minister and Minister for Finance introduced a number of incentives aimed at cushioning the vulnerable groups such as the poor in the urban and rural areas, disabled, mentally handicapped and physically disabled. Mr. Deputy Speaker, Sir, the issue that affected Voi Bus Park has affected many bus parks in this country. These are mainly the bus parks which were being done under the Urban Development Authority (UDA). Among them is Kitui Bus Park. What is the Ministry doing to make sure that all these bus park projects which have stalled are completed? They are all over the country.

Mr. Speaker, Sir, I would like to thank the Minister for that answer. I have not had time to look at the documents that the Minister has presented but, nevertheless, I will look at them later. But what I would like the Minister to clarify is why, as the person in charge of the Ministry, he allowed the KEMSA to receive instructions and procure the Enterprise Resource Planning System using another entity whereas we know the main function of KEMSA is procurement? KEMSA handles procurement of about several billions.
