  • 15 Oct 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. I would like to support the Senate Standing Committee on Finance and Budget for this report. I agree with them that they should reject the amendments from the National Assembly. Mr. Temporary Speaker, Sir, I always get impressed by the Senate Standing Committee on Finance and Budget. I can see a number of Members in the House. This is authority. The last time they were supposed to cut down the money from Kshs401 billion to Kshs380 billion, they brought us a rejection that the counties should get Ksh401 billion. I support ... view
  • 15 Oct 2024 in Senate: I remember we did visit Isiolo County. The construction of the headquarters was stopped. We went to Nyamira County, with Sen. Okong’o Omogeni - I wish he was listening. He was my lawyer when I was struggling in those days and he defended me. He took us to Nyamira County headquarters when governor Amos Nyaribo - may his soul rest in peace - was still the governor. We went there under the Devolution Committee. view
  • 15 Oct 2024 in Senate: I am sorry, Mr. Temporary Speaker, Sir. I meant the late Nyagarama who was the governor, but passed on. My apologies, it was not intentional, but a slip of the tongue. Even yesterday, in the charges of a certain matter, there was also confusion on which door to get into. In reference to the mineral royalties, for example, in Nandi County, we have mining in Karebe Gold Mines. We have mining across Nandi County. The allocation of Kshs1.1 billion mining royalties, would have been significant. There is destruction of environment and pollution. We should have allowed Kshs1.1 billion allocation. Another ... view
  • 14 Oct 2024 in Senate: Mr. Speaker, Sir, you need to protect me from the Senate Majority Leader. I just want to agree with my colleagues. In the history of this Parliament, no one can injunct Parliament. So, that aspect of an injunction of Parliament or court order before the National Assembly or the Senate does not hold water. I would, therefore, advise the governor’s defense team to stop pursuing that line. Secondly, on the issue of two-thirds, my concern is on Section 33 of the County Governments Act and Article 181 of the Constitution on the removal of a governor. In the decision of ... view
  • 9 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir, for your indulgence. I rise pursuant to Standing Order No 52(1) to make a statement on an issue of general topical concern and national importance, namely; the complete shutdown of medical services in Nandi County due to the ongoing health workers' strike, starting from Kapsabet County Referral Hospital. Nandi County is faced with a serious health crisis occasioned by the health workers that is currently ongoing, affecting in general all the health workers in the county as we speak. The County Government of Nandi has failed to address the issues affecting doctors, nurses, clinical officers ... view
  • 9 Oct 2024 in Senate: harmonising promotion of staff, poor working conditions, non-remittance of statutory deductions, non-remittance on SACCO loans and union dues, yet they have been deducted on the pay slip and the lack of medical cover for staff. Mr. Speaker, Sir, other issues by the health workers include the illegal mass sacking and staff removal from the payroll in an exercise that the Governor himself bloated the wage bill by illegal and irregular employment. It should be noted that the Nandi County Public Service Board, under the patronage of Governor Sang, on 13th March, 2023 at Kaimosi Agricultural Training Centre conducted a verification ... view
  • 9 Oct 2024 in Senate: The investigations of the fraud in the payroll should be handled by the Directorate of Criminal Investigations (DCI) headquarters, noting that during the interview in Nandi County, the County Criminal Investigations Officer (CCIO) stated that the Governor was not aware of this illegality yet investigations are still ongoing and up to now, no one has been arraigned in a court of law. Mr. Speaker, Sir, looking at these offences by the Nandi County Assembly's MCAs, these are serious grounds to impeach the Governor. In finality, for health care services to be restored, roads to be fixed, wage bills to be ... view
  • 9 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. The money that came to this country through foreign exchange earnings was Kshs15,966,000 in February, 2024, according to the Central Bank of Kenya. Since this is the highest foreign exchange earner to the Republic, my question is about labour attachés. Mr. Speaker, Sir, you are aware the Cabinet Secretary for Labour and Social Protection was in this House a few months ago. What is the Ministry of Foreign and Diaspora Affairs, through the Prime Cabinet Secretary doing with regards to the issue of labour attachés? The President has just signed what we call the Labour ... view
  • 9 Oct 2024 in Senate: Mr. Speaker, Sir, the Prime Cabinet Secretary forgot to respond on my labour attaches. Apart from the agreements on labour immigration, whether our 52 consulates and embassies have attaches to assist, especially transiting Kenyans to new labour environments. view
  • 9 Oct 2024 in Senate: Mr. Speaker, Sir, looking at the directions that you have given, I agree with the Senate Majority Leader that this matter is very unique. It is uncharted territory because we are so used to impeachment of governors as we have done before. Mr. Speaker, Sir, I need your guidance and clarity on the process. Under Standing Orders No.78 of the Senate Standing Orders on the procedure for removal from State office, which includes the removal of the President or Deputy President, I want to invite and request you to read--- In the Second Schedule of our Standing Orders, Part 1; ... view
