  • 2 Oct 2018 in National Assembly: you do not even have the cancer. This tells you that we have a big problem in this country. We wonder whether people who operate the equipment in our hospitals have been properly trained. When you miss the diagnosis, obviously, you will miss on treatment. These are the critical issues that should be addressed. It is high time the Government allowed some doctors to go to India to benchmark. Healthcare issues have been devolved to counties and we now have the Cuban doctors here. The amount of money these Cuban doctors are being paid is not cheap. They are being ... view
  • 2 Oct 2018 in National Assembly: As I move on, I want to comment briefly on the issue of Food and Drug Authority (FDA). I am happy that the amendment proposed will ensure that FDA is in line with international practices. view
  • 2 Oct 2018 in National Assembly: There is the issue of National Hospital Insurance Fund (NHIF). When we talk of universal health care, you cannot manage it without the issue of NHIF. The NHIF as a parastatal needs to undergo a lot of restructuring. This is where we are talking about the issue of funding the universal health care. Kenyans are highly taxed and the NHIF plays a very critical role. It is, therefore, important that the issues of reforms are critical… view
  • 20 Sep 2018 in National Assembly: Thank you, Hon. Speaker. I rise to seek your guidance pertaining to today’s Order Paper, particularly Order Nos. 10 and 11. Order No. 10 is consideration of the Report of the Budget and Appropriations Committee (BAC) and Order No. 11 is consideration of the President’s reservations. I need your direction because after reading the President’s recommendations to the House, Order No.10 is supposed to come as a subsequent of Order No. 11. If at all the President’s reservations are going to be rejected by this House, then there will be no point of getting to Order No. 10. So, I ... view
  • 18 Sep 2018 in National Assembly: Thank you, Hon. Speaker. I want to raise a matter regarding the Chair of the NG-CDF and, lucky enough, the Chair of the Budget and Appropriations Committee has raised it. Looking at the Memorandum, you find that NG- CDF is under threat. So, it is important for the Chair of the NG-CDF to be there and also friends of the Committee so that it can be considered accordingly and acted upon appropriately. view

  • 30 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. With due respect, this is a substantive amendment that should go to the principal Act which is the Banking Act. view
  • 30 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The banking industry plays a very critical role, as far as the economic development is concerned. There are some people who are in this banking industry who want to increase the entry barrier, so that other people cannot invest in this business. I am saying so because we have banks in this country which have a specific origin. When you go to access a loan at times and you are not favourable, it becomes difficult to access it. In case of default, they exercise discretion and you are harassed. view
  • 30 Aug 2018 in National Assembly: The issue is not about stability or increasing the core capital in banks. This similar amendment of increasing the capital requirement from Kshs2billion to Kshs5billion was brought in the last Parliament and we rejected it. Where I come from, we are struggling to bring up a bank. We have now raised the capital of Kshs1billion. When we raised the core capital of Kshs500million, it went up. We have raised Ksh1billion now, and we want to raise Kshs2billion. You want to increase the core capital to Kshs5billion, so that the existing banks can continue to enjoy abnormal profits. You do not ... view
