  • 14 Feb 2018 in National Assembly: Looking at today’s Order Paper, I am very impressed particularly with regard to Order No.15, which is about the extension of the period for consideration of statutory instruments. It is true that during the last Session there were petitions pertaining to these instruments. The Committee on Delegated Legislation, through the current Chairperson… From the look of things, it seems she might do better. I just want to encourage her to keep it up and follow up on this matter. We may find that some of the regulations have already been implemented and yet Parliament has not discussed them. The electronic ... view

  • 14 Feb 2018 in National Assembly: Thank you, Hon. Deputy Speaker. As the able Mover has just mentioned, this is Procedural Motion and it is focusing particularly on debates of individual Members’ Bills. I also want to highlight that when you talk of individual, these are Private Members’ Bills and most of the times they come on a Wednesday. So, on a day like this, morning hours, it is normally reserved for private Members. This is important particularly for the new Members then maybe, in the afternoon, other businesses can follow. There are some statutory instruments that infringe on public rights. We have seen many ministries come up with statutory instruments and implement them. In a situation where they are implemented and afterwards annulled, there is an opportunity cost to that. How are we going to handle ... view
  • 14 Feb 2018 in National Assembly: I need your direction because I am concerned that people have suffered a lot. If a statute is annulled, what happens to it afterwards in terms of compensation? view

  • 14 Dec 2017 in National Assembly: Hon. Speaker the consultations are too high. view
  • 14 Dec 2017 in National Assembly: Hon. Speaker, the bulk of the business of this House is done at the committee level. We cannot operate optimally without operationalisation of committees. In the last Parliament we had a big issue with the chairpersons of committees. It is important to note that those who have been proposed to chair committees should know that the success of each committee has a positive correlation with the commitment of the particular chairperson. In the last Parliament, people like Hon. Keynan did very well as chairpersons of committees. view
