The success of any committee has a positive correlation with the commitment of the chairperson. I noted that in the last Parliament, Hon. Adan Keynan as a chairman did very well. I also want Hon. Members to note that if a chairperson does not perform well, he can be removed. We need to note that fact. • 14 Dec 2017 in National Assembly: In the last Parliament we had a big problem with regard to venues. You go to a venue and find that two committees have been allocated that same venue. Through your chairmanship in the PSC, it is my assumption that we will have enough rooms. The Serjeant-at-Arms, who have been in charge of allocating committees space, will need to exercise due diligence so that we do away with wastage of time. We do know very well that as Kenya, we are holding back the process because it cannot move without a member committee, and we have not done the elections. So my humble request is for Members to support this Procedural Motion so that we exempt it, not being a Private Members’ Motion so that we can handle the matter that will help us in terms of expediting the process of EALA elections. Because of the urgency of the matter and looking at the serious business coming under Order No. 10, in line with Standing Order 95, I move that the Mover be called upon to reply so that we move on. As stipulated under Article 95(2) of the Constitution, this House deliberates on issues of concern. During festive seasons, like now, we lose so many Kenyans because of careless driving. We are requesting this House to move with speed and form the committee responsible for transport so that it can look into this matter and ensure that we have clear ways of resolving this issue.
