The relevant Committee needs to call them to give justification and say how they arrived at the Kshs40 billion. They should itemise their needs. When you look at the Jubilee Manifesto and the Big Four Agenda, you realise that the issue of food security was given a priority. You cannot preach water and drink wine. If you are in the transport industry and the carrying capacity has been reduced, it minimizes your chances to break even. If you do not break even, the business will collapse.
