forward is to give a thorough warning that CSs should not take this House for granted. We must start with this matter that Hon. Nassir has brought on board. I thank you, Hon. Speaker.

(Kiminini, FORD-K); Thank you, Hon. Speaker. This is a very serious Petition. The Departmental Committee on Education and Research must pay attention on it.

Article 119 of the Constitution provides that anybody can petition Parliament on any matter of national importance. Integrity of exams must be protected. We have had this complaint going on. Exams are set to assess the extent to which students have achieved their academic objectives. When it comes to schools, whether one has gone to private or public school, there should be no biasness. We do not expect any skewness. We are aware that the people who mark the exams come from all over the country. I have no doubt that the examiners are trained professionals. But the question we ...

the exam. It is like rigging a general election and some people have been rigged in and brought using the backdoor. So, we call upon the Ministry of Education, KNEC and the relevant bodies to put an inquiry in place or do a thorough audit and for people who will be found culpable, action must be taken against them.

As I conclude, the timeframe is too short. I am happy the Chairlady is here and noting. We want this thing to be done thoroughly by an inquiry being put in place and the Cabinet Secretary in charge of Education to be called to appear before the Committee and even the bosses of the KNEC. We salute CS Magoha. When he was the Chairperson of the KNEC, the level of cheating went down. Thank you, Hon. Temporary Deputy Speaker. As I rise to support this Bill, there are some fundamental issues that need to be addressed. Article 8 of the Constitution says clearly that there shall be no State religion. This is a matter of religion. This is a House of records and traditions. This Bill was sponsored by the former Leader of the Majority Party. Was he sponsoring it as the Leader of the Majority Party or as the Member for Garisa Town?

Thank you, Hon. Temporary Deputy Speaker. I think there is a misunderstanding by Hon. Sheriff of Mvita. How I wish I could speak in Kiswahili to him, so that he can understand my issue. My issue was not what he intended. I wish he had listened. If I had known better Kiswahili, maybe he would have understood better. Give me time to clarify my issues. I started by saying that there are some fundamental issues that need to be addressed. I had just started. This House always says that when a Bill comes for the Second Reading, we must have ...

Thank you, Hon. Temporary Deputy Speaker. There are some matters which can better be explained in Kiswahili and others in English or mother tongue. The Member for Mvita should not be jittery because he did not listen to my issue. Listen properly. English is a foreign language to everybody and it takes time. Ordinarily, any Bill coming for the Second Reading must have a Committee report. Article 118 of the Constitution is clear that there must be public participation when it comes to matters of legislation. It is important that before we debate a Bill, the relevant Committee looks at ...
