  • 6 Dec 2017 in National Assembly: Hon. Temporary Deputy Speaker, you were the Chair of the Committee on Implementation in the last Parliament. I did not know you were coming to that seat. However, we know the challenges we had when it came to implementing Motions. It is good the Chair is coming from the Opposition because maybe at that time when you were in the Government side, implementing resolutions of Parliament was difficult for you. You will agree with me that you had a lot of challenges. We were passing legislations, but they were not being implemented by the Executive. However, now that the Chair ... view
  • 6 Dec 2017 in National Assembly: look at the way rain comes and goes, the trend is actually changing. Our forefathers used to know of a specific timeframe when they would plough. They knew that rains would be coming during certain months. This enabled them to extrapolate and know that by April or March, they were going to have rains. Of late, the trend has changed. You can prepare your fields very well for planting and come that month, there are no rains. It is not accurate the way it was. We have some aspects of climate change and these changes are as a result of ... view
  • 6 Dec 2017 in National Assembly: I want to bring in the context on the relevance of what I am talking about. It is allowed in a Motion in one way or another to mention something of national importance as you go on. I am speaking as a very senior Member of this House. That is why I can easily comment in this Motion that SRC, led by Sarah Serem, messed up and has left without any remuneration policy for this country. It is one Commission that brought more chaos than order. It is good riddance. Hon. Temporary Deputy Speaker, I request the Members to support ... view
  • 6 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First and foremost, I want to thank Hon. Didmus Barasa, the Member for Kimilili Constituency for moving this Motion of Adjournment. People have died. We have a right to life. First, I want to condemn the people who are behind this ugly incident. It is the responsibility of the police to take care of its citizens. The cardinal responsibility of any Government is to take care of its people. It is high time that the Jubilee Government wakes up. Currently, we do not have a Departmental Committee on Administration and National Security. I want ... view
  • 6 Dec 2017 in National Assembly: for the formation of an ad hoc committee to look into this matter. I say this because of the history of that region. Once upon a time we had the SLDF which went around beheading people and cutting their ears. We are getting worried. I represent Kiminini Constituency which is a neighbouring constituency. It originated from Bungoma. We have relatives who have suffered and others who have cried. I am sure the IG is listening. With immediate effect, the police officers in the area should be transferred. When a security officer overstays at a place, they collude with criminals so ... view
  • 6 Dec 2017 in National Assembly: Hon. Temporary Deputy Speaker, Article 37 of the Constitution is clear that you are free to picket and demonstrate. When the NASA brigade was demonstrating, the police force was overwhelmed. Why are they prioritising battering people during demonstrations instead of taking care of lives? I have seen it. When the police smell chang’aa or busaa somewhere, they move there very fast because they know those people are not armed, and it is a source of bribes. However, when you tell them that you have a terrorist or murderer somewhere, they say that they do not have a vehicle, it has ... view
  • 6 Dec 2017 in National Assembly: Thank you, Hon. Didmus, for bringing this Motion. Let us work together, so that these people who are killing others can be prosecuted. I support the Adjournment Motion. view
  • 5 Dec 2017 in National Assembly: On a point of order, Hon. Speaker. view
  • 5 Dec 2017 in National Assembly: Is the Leader of the Majority Party in order to mislead the House? We know that, and I expected him to know this very well because he is a leader. This Committee on Procedure and House Rules sets ground rules. He is misleading first-time Members of Parliament that it will be unfortunate for them to appear before it. It is the Committee on Privileges that is involved in disciplinary matters. Is he in order as a leader to mislead? Or is it ignorance? What is this? view
  • 29 Nov 2017 in National Assembly: Thank you, Hon. Deputy Speaker. Indeed, the Motion before us is very critical. I was looking at its practicability in terms of implementation. As the Mover, my friend Hon. Julius Melly put it there are a lot of problems in this country particularly when it comes to emergencies. The police, ambulances and fire engines are critical when it comes to saving lives. My worry is about implementing this Motion. I have visited big cities like New York, London and other jurisdictions where I have seen this aspect happening. Indeed, it will be a wonderful idea to have this implemented in ... view
