Hon. Speaker, is the hon. Member in order, under the Standing Order on relevance? I know that this is a technical Bill. If he has nothing to say, like the other hon. Member, instead of diverting attention by going back to the issue of the leadership of the Minority Party, he should relax. It seems he is not prepared. He should let those who are prepared to debate this matter to proceed and move forward instead of talking to things which are not relevant to the subject matter. Thank you.
