  • 21 Feb 2017 in National Assembly: I request Hon. Members to support this Bill on the SACCO movement. Recently, we passed a Bill by Jude Njomo capping the interest rates in the banks. At the moment, Banks are not even lending money to people. The core business of a bank is to lend money. When I shared with one of the directors, he told me it is a big risk to lend money because they are not assured of repayments. That is because the interest rate is controlled and they have a lot of overheads. This has led to many banks laying-off staff. The SACCOs are ... view

  • 16 Feb 2017 in National Assembly: Hon. Deputy Chairman, I support this amendment but I think it is always good to give the import of the proposed amendment. Hon. Gaichuhie has not even explained to the Members the import of this amendment. view
  • 16 Feb 2017 in National Assembly: On that note, I support. Three years is neither too short nor too long. It is consistent with the parastatals, where CEOs only serve for three years. This is good enough to create some impact. view
  • 16 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I know people are busy in primaries but in this case because we are doing the entire New Clause 9A, unless you are specifically focusing on New Clause 9A --- As per her explanation, she is only focusing on New Clause 9A. If that is the case then that is in order. view
  • 16 Feb 2017 in National Assembly: Thank you. I support this amendment because the BPS provides a framework for the Budget estimates. Many a times we do not have ample time to scrutinise it and, if possible, propose any amendments that may be of value. So, if this amendment is to expand and extend the timeframe, I support. view
  • 16 Feb 2017 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 16 Feb 2017 in National Assembly: It is a point of order. We are discussing a very critical thing and it is important that whoever is moving must be on top of things. What Hon. Mary is saying is different. There is no consistency. She is misleading this House. I know it is rush hour and everybody wants to go for primaries, but she should not mislead this House. It must be in line with the amendments. There is no consistency at all. We need proper clarifications. Maybe she was not prepared and she has been ambushed. We can push this to a later time because ... view
  • 16 Feb 2017 in National Assembly: I was explaining to Hon. Midiwo what was going on. He came late and he wanted to understand why there was a mix-up. view
  • 15 Feb 2017 in National Assembly: Thank you, Hon. Speaker. At the outset, I support the nominee, Jane Wangui. The previous Chair was Micah Cheserem. It is also good in terms of gender to have a woman as the Chair. I was just reading a thesis where scientific research has shown that when women are at the top, there is a very positive high correlation in performance. We hope this will be displayed when it comes to her nomination. Of course, in future, if it is possible, we want to have a woman as the President of this country, so that she can sort out some ... view
