  • 8 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for this opportunity. I remember I seconded this Bill when Hon. Kaluma moved it. As Hon. Millie has clearly put it, Hon. Kaluma circulated new version showing at least seven years and I am assuming you had allowed him to change from seven to three through a further amendment. Now, some of us feel the three years are too long. You should reduce to two years so that so long as you are... We have seen these cases. I remember last time in the Marriage Act in the last Parliament which was moved by ... view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Speaker. I rise to comment on the Petition by the honourable Member for Kamukunji. The late Professor Wangari Maathai was a wonderful lady. She was the first African woman to win a Nobel Peace Prize. She put her efforts and life on line for a sustainable environment. I remember her words of the humming bird. She said: The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 6 Jul 2021 in National Assembly: “You must be like a humming bird whereby the little things you do can sustain the environment. We should not see just the fire. This humming bird uses its beak to pick little water to put off the fire.” She used to say that the environment will never forgive you if you do not conserve it. In line with the Heroes Act, we should rename that forest in remembrance of this hero, Professor Wangari Maathai. I thank the honourable Member. In this country, we are very forgetful of our heroes and Professor Wangari Maathai leads on matters of environment as ... view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This is a House of records and procedure. From the sentiments of Hon. Duale and the rest, it shows clearly there is no value addition. We cannot debate for the sake of it. You cannot go to the Committee of the whole House to anticipate that somebody goes for a fishing expedition to come up with something which has not been outlined in the object of the Bill. Whatever Hon. Peter Kaluma has raised is a very fundamental matter. We cannot go on to waste Parliament’s time with repetition of a matter that is ... view

  • 30 Jun 2021 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity. I think this Petition has been on the Floor of this House in the form of a Question. It has been coming here repeatedly. So, the question is: Does it mean we have not had any commitment from the Executive? I have just come from Arusha and I visited a place called Ngorongoro Conservancy. When we tried to ask about human-wildlife conflict, we realized that there is always civic education offered. When it comes to compensation, it is timely. Maybe, it is the highest time relevant authorities went to Tanzania to ... view

  • 29 Jun 2021 in National Assembly: Thank you, Hon. Speaker. It is a tradition that at times, you allow us to ventilate. I was just keen about the Petition that you have just read. It has been a concern by many other advocates and some had already approached me over the same. I really thank you because you have mentioned it. At a time like this of the pandemic, delivery of justice has been affected. We just wanted to support the fact that the pandemic has affected this, and if possible, the Chief Justice, wherever she is, should move with speed for purposes of systems automation ... view
  • 29 Jun 2021 in National Assembly: Hon. Deputy Speaker, this is very embarrassing. I was discussing with some Members that the Evening Sitting is very popular because when you said we were short of three Members, before the bell was rung, Members were already here. We have been let down by Chairs and the respective Committee Members should start proceedings to replace them. Our Standing Orders are clear. We should not entertain this trend. Some of us, with young families, are supposed to be home but we have sacrificed to be here. view
