  • 5 Oct 2016 in National Assembly: Yes, Hon. Temporary Deputy Speaker. I know that. Thank you for that. When you look at the heritage and history of the late Mzee Jomo Kenyatta, you cannot write it without mentioning KANU because KANU ruled and it is still ruling by extension. We recognise that it is the oldest party. We also have the Forum for Reform and Democracy–Kenya (FORD (K) party which is the second oldest party. Remember old is gold. As we move to other parties, we should not run away from the founding parties of this nation like KANU and FORD (K). The founding father was ... view
  • 4 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I rise to raise my concern about KQ which is a brand name associated with Kenya. We call it the ‘Pride of Africa’. When it comes to pricing, this company has been robbing Kenyans. Last night, on my way from Paris here, I used KQ. The services are terrible and their pricing is extremely high. In terms of shareholding, I want to refer my colleagues that in accounting there is a theory called “agency theory”. In agency theory, the responsibility of running an organisation is vested in the management. For any critical decision to go through, ... view
  • 4 Oct 2016 in National Assembly: Hon. Speaker, if you look at Article 226 of the Constitution, you will find that it clearly stipulates that any officer, in one way or another, who has given some direction leading to a loss in a public entity or whatever the case, should be surcharged. In this case, if decisions were made by Naikuni which were not prudent as far as management is concerned, he should be held responsible. How come Ngunze who sits in the Board of Lafarge is the current CEO of KQ? There is conflict of interest. The Sky Team, in terms of a strategic alliance, ... view
  • 1 Sep 2016 in National Assembly: Thank you, Hon. Deputy Speaker. Matters of land are very critical and we know very well that land is a factor of production. It is my humble request that as this Petition is committed to the Departmental Committee on Lands, they must move with speed. We have had a ruling before that Petitions should be prosecuted within 60 days. This is in line with Article 95 of the Constitution, which says that this House deliberates and resolves issues that affect the people. The Members of Parliament who are here are the representatives of the people. So, it is key that ... view
  • 1 Sep 2016 in National Assembly: Thank you, Hon. Deputy Speaker. We need clarification because this is a House of rules and procedures. It is true that you had ruled in terms of the Report of the Parliamentary Joint Select Committee on matters relating to the IEBC? Hon. Chepkong’a is my good friend. I do not want to say that he is a destroyer. He is here as a legislator. In line with Article 94 of the Constitution, we know very well that the legislative authority of this country belongs to this House. Every hon. Member has the right to bring any amendment as far as ... view
  • 1 Sep 2016 in National Assembly: legislate. That means we can amend. Therefore, we should allow Members to bring as many amendments as possible before 1.00 O’clock, so that this House can either reject or accept them. In any case, Hon. Duale has whipped his Members against party-hopping. Therefore, he should not be scared. However, if we come back at 2.30 pm, we want to remove that issue of party- hopping so as to conform to Article 38 of the Constitution. We are not going to work under duress, irrespective of what happened in Karen. Thank you. view
  • 1 Sep 2016 in National Assembly: Thank you, Hon. Speaker; I rise to second this important Bill. I wish Parliamentarians were listening because this Bill is coming at the right time when we have so many fundraisings back home. During this time of elections, some people want to reap where they have never sowed. It is important that we have a clear framework that is going to guide this. I want to thank the Senate for coming up with such an important Bill. Some of us are where we are today because of harambee s. This was the motto that was there at Independence. Of course, ... view

  • 1 Sep 2016 in National Assembly: means coming together and pulling together. Even to get a child is a h arambee because you are pulling from both sides to help. It is important that the issue of accountability is guaranteed. view
