  • 27 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Petition by Hon. Odanga, Member of Parliament for Matayos Constituency. We know that people are active with economic activities at border points. We are not just looking at the Departmental Committee on Transport, Public Works and Housing alone, but also the Departmental Committee on Administration and National Security. They should enhance issues of security patrols. We have people who take advantage of the circumstances when heavy trucks queue for clearance and other requirements and reap where they never sowed. The issue of security can be handled if the Departmental Committee ensures ... view
  • 27 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill which is long overdue. I was just wondering what framework county assemblies have been using in vetting CEC members and chief officers. No wonder there have been a lot of chaos in many counties. A lot of corruption, tribalism and nepotism have been going on just because we never had a clear framework. Chapter Six of the Constitution on leadership and integrity is very critical. It is important that it is operationalised so that we can have a questionnaire the same way it happens here at the National Assembly when ... view
  • 27 Jul 2016 in National Assembly: the job and the job description, whereby you get a cook as a CEC member for roads. If we entertain that, we are going to have many problems. As we move forward, vetting should also look at experience. Experience will add a lot of value and help when it comes to issues of experiential learning. It is also important that there must be the element of regional balance because it is outlined in the Constitution. At least 30 per cent of all county government appointments must come from outside the county. So, it is important that this matter is institutionalised ... view

  • 26 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I rise on Standing Order 95. This matter had been debated extensively and we have serious business awaiting us. Will I be in order to request that you call the Mover to reply? view
  • 26 Jul 2016 in National Assembly: The issue was the Public Finance Bill which is actually very important. I thought you would change and handle it before we come to this matter. view
  • 26 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This is a very important Bill. It is very disappointing that we are debating it without any report from the Departmental Committee on Finance, Planning and Trade. This Bill provides a clear framework of managing public funds, so it is very critical. It affects the national Government and county governments. We hope that before we go to the Committee of the whole House, the report will have been tabled, so that Members can amend the Bill accordingly. Clause 5 of the Bill proposes capacity building which is very critical. The budget offices in the ... view
  • 26 Jul 2016 in National Assembly: Clause 9 proposes to amend Section 24 of the Act to give a provision to the National Treasury to specify the accounting procedures of the Auditor-General. This is not acceptable. The Auditor-General is one of the offices which are supposed to be independent. We have the Public Audit Act which is supposed to give a provision in terms of how the Auditor-General is supposed to work. If we allow such issues to happen, this is the time independence will not be The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can ... view
  • 26 Jul 2016 in National Assembly: possible. When it comes to the Committee of the whole House, we are going to do amendments so that we can reject this. view
