Gender is very critical. Hon. Temporary Deputy Speaker, some things under Article 10 and Article 27 do not need to be entrenched. I agree with Hon. (Ms.) Odhiambo-Mabona that in some scenarios, it is important to entrench these things in this law because they can be abused particularly in counties, where we have people who are marginalised. It is important that it must be entrenched in law so that, at that particular time, it must be followed to the letter. How many people refer to Article 10 which talks about the core values and the principles of governance?

The other day I was listening to some Members on this Floor of the House when the Auditor-General’s Reports were brought here and they used the words “qualified” and “unqualified”. Speaker, during the Building Bridges Initiative (BBI) rallies, we were in Kakamega and the Members of the County Assembly (MCAs) wanted to knock it down because they thought that the issue of the degree was in the BBI. some have made an effort of going to school. If you did not qualify to go to the university directly, you must start with a certificate. I know Members who got the certificate and have now done a diploma. It is another process such that from the diploma, they can do a degree. Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute. This is the first time that the Budget Policy Statement (BPS) is consistent with the Budget Estimates. I served in the Budget and Appropriations Committee in the last Parliament. We realised that there was a big discrepancy between the BPS and the Budget Estimates. We can see some improvements now in the sense that the variation is statistically insignificant.

Budget-making House. This matter has not yet been realised. Any amendment that you want to make in this Budget Estimates must be done in concurrence with the Executive through the Cabinet Secretary for the National Treasury. Under the presidential system in many other jurisdictions, Parliament is a budget-making House. However, we still have the hangovers of the parliamentary system where the Executive still has a lot of say as far as the budget-making process is concerned.

I examined this Report. There are some key concerns which I thought that I should bring out. One of the issues is the public debt which is an emotive issue in this country.
