I do not have much to say. I thank the Committee because this Bill has been long overdue. As I conclude, there is 10,000 kilometres of road which the Jubilee Government promised put tarmac. We need to have a clear framework because it will be very unfortunate if these roads are being skewed to suit the Jubilee supporters’ zones. For example, in Trans Nzoia County, we have clear big roads that go towards Mt. Elgon. When it rains, it is totally impassable. Hon. Temporary Deputy Chairman, I rise to support the Chairperson’s rejection because in practice, it is obvious that when you give a definition of a word, you must have used that particular word. In this case, if the term “wetland” is not mentioned anywhere in this Water Bill, then it does not have to be introduced or defined. I support the rejection.
