  • 26 May 2016 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 26 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. A point of order takes precedence. Why I am rising on this is that it has been the practise and tradition that when an amendment has been proposed, we need to be told the import of that particular amendment, particularly on this matter that we are supposed to go as par the requirements of the World Anti- Doping Agency (WADA). So, can the Leader of the Majority Party, at least, substantiate and explain to the members the import and gist of this amendment before we debate? view
  • 26 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to take this opportunity to thank the House for passing this important Bill. Again, I want it to go on record that Parliament never mutilated this Bill. I looked at the amendments and they are the same. It is high time that the Office of the Attorney-General pulled up its socks. The issue of contradictions of WADA’s requirements came from that office. This House did the honourable thing and we passed the Bill the way it was. So, it is very critical for the Kenyan people to know that the National Assembly ... view
  • 26 May 2016 in National Assembly: in terms of marketing and being the ambassadors of this country. It is the highest time to assure our sportspeople particularly the youth that we have their interest at heart. I want to thank everyone for the support. I thank you. view
  • 26 May 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill the way it has been amended. From the outset, I want to confirm that Parliament never mutilated this Bill, the way it has been reported in the media. I think going through it, you will realize that the amendments that have been proposed are actually significant. We know very well that this Bill is very critical because if we allow issues of doping when competing, it is just like rigging in an election. I know that last time when we passed this, we were very committed. This is the high ... view
  • 26 May 2016 in National Assembly: I would like to request this House to pass the amendments that have been proposed without wasting a lot of time. We need to beat the deadline. We need time for this Bill to be forwarded to the Senate to be passed so that we can comply with the World Anti-Doping Agency (WADA) requirements. view
  • 26 May 2016 in National Assembly: With those remarks, I support. view
  • 3 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. In line with Standing Order No.1 where you can exercise your discretion, may I humbly request that because of the importance of the matter, can you allow the Hon. Leader of the Majority Party to read out the names on the 101 list? view
  • 3 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose the proposed amendment because the Upstream Petroleum Regulatory Authority is an autonomous organisation and a parastatal. According to the Parastatal Act, it is already provided for that the chairman of the parastatal must have a degree. This is just a repetition. I do not see the value added as far as this is concerned. It meant well but I do not know why we should do a repetition because it will be guided under the Parastatal Act. view
  • 3 May 2016 in National Assembly: It is a straightforward amendment for purposes of clarity. I support. view
