Emanikor is supposed to explain the import of the proposed amendment she has moved before we contribute. She has not done that. She just read the amendment. We at least need some explanation on the import, the objective and the value the amendment is going to add so that we can debate from an informed perspective. view
  • 19 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I do not have the Order Paper with the correction but I was listening keenly to the Departmental Committee Chair. I agree with him that it should be in consultation with the county government in question but would it not add value, in the same spirit, if we are talking about the Cabinet Secretary? At the county level, would it not be appropriate to consult with the County Executive Committee Member for Land instead of “the county government” for specificity? view

It is, indeed, true that the House workload is too much and within the short time frame we have, we need to create those Thursday Sittings. I would like to request Members to observe time because we do not usually have quorum in our morning Sittings, so that we can finish some of these constitutional Bills we have and some other Bills that are critical as far as election is concerned. First and foremost, I want to thank the Committee and the many Members who contributed significantly so that we can pass this Bill within the timeframe. Kenya is a signatory to the 2005 UN Convention against doping. You might get these drugs, most of the time steroids, and yet they have some crazy side effects. Having a substance that enhances your competitiveness to win a gold medal or being number one for purposes of financial gain is like rigging. It is like rigging where somebody has not worked but rigs himself into leadership. Those who have rigged themselves into leadership have found it disastrous. It is important to win fairly. So, we humbly request sports people and those emerging or coming up to learn the attitude of getting things in a fair and just manner. We should avoid this at all costs. view

So, as we go to the Committee of the whole House, it is important that we should enhance the penalties that can work as a deterrent. Remember, money is not an issue to the sports people. If it is not going to the Senate and His Excellency the President has committed that we are going to meet that deadline, I humbly request Members, after looking at the mood of the House, as we move on, we conclude quickly so that we move on. view
