  • 27 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. What we are doing is very disappointing. We cannot preach water and drink wine. I support Hon. Langat’s proposal because Article 115 of the Constitution says that when the President has a reservation, Parliament may consider it procedurally. The procedure, in line with Article 118 of the Constitution, is that there must be public participation. The legislative authority of this country belongs to this House and not to the President.   • 21 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Indeed, this Bill has overstayed. I agree with what Hon. Chachu has said as far as the issue of the 47 counties is concerned. As he puts it, all the 47 counties do not need an office because they have no drought. So, without much ado, I second so that we move to the Committee of the whole House. If we do not agree with the Senate, we will go for joint mediation. I support and second the Motion. On the contrary, because the Committee was dilly dallying, I had to go and see the Cabinet Secretary (CS) and my matter has already been resolved. The CS has acted. The said purported chief has already been kicked out and they have re-advertised the position. I thank CS Nkaissery for the job well done. The Committee was not aware that the petition has already been finalised. view

He is, indeed, aware that it has been resolved. So, I want to officially go on record that I am withdrawing the petition that I had done about the purported chief of the people of Mabonde Location in Kiminini Constituency because it has already been resolved. view

We ask ourselves: “How did it reach on the Floor of the House bearing in mind Standing Order No. 1 where the Hon. Speaker exercises discretion? Matters of constitutionality are supposed to be looked into. As the Leader of the Majority Party has clearly put it, this clause violates Article 34 of the Constitution in terms of media freedom.   • 21 Oct 2015 in National Assembly: Every Kenyan and citizen has a right to information. But again when you look at Article 35 and go further down, I want to address the fears of my friend Hon. (Prof.) Nyikal. The Constitution clearly states:- “Every person has the right to the correction or deletion of untrue or misleading information that affects the person.” In case a media reporting is not true, there is that provision for deletion.   • 14 Oct 2015 in National Assembly: Hon Temporary Deputy Chairman, I rise to support this amendment. We have seen many cases where people bring in issues which have nothing to do with Parliament and so they interfere with its business. Therefore, it is a good amendment and I support it. view

When you look at this amendment, it is adding value but I am looking at the Constitution, Article 125 where it is provided that a committee of Parliament has the powers to summon. It is already provided for. Is it not going to be a repetition? We are already enjoying this which is provided in Article 125 of the Constitution. view
