  • 14 Oct 2015 in National Assembly: It is the joy of a parent when their child makes it to the university. It brings hope that things are going to be better in future. It is only education that makes us equal and has no equal. It is very unfortunate. We were told that the Vice-Chancellor was on leave. The principles of management dictate that when the Chief Executive Officer (CEO) is away, he has to leave somebody acting. In this case, in line with the university structure, if the Vice-Chancellor is away, definitely the Deputy Vice-Chancellor should be in an acting capacity. It leaves many questions ... view
  • 14 Oct 2015 in National Assembly: Maseno is a national university. In line with the Fourth Schedule of the Constitution, universities are under the national Government and we know they get students from all over this The electronic version of the Official Hansard Report is for information purposesonly. • 14 Oct 2015 in National Assembly: country. So, pole Hon. Oloo and the people of Kisumu. We know that students are from all over Kenya; they come from Mombasa and western among other places. Democracy must be allowed to prevail. This is an issue which has been happening in many universities. We do not want university administrations to work under duress, or to influence student leadership. Students must be allowed to exercise their democratic rights and elect leaders to represent them at the senate level or whatever administrative level it is. The university administrations should not impose leaders on students. We condemn the management for trying ... view
  • 13 Oct 2015 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill. Indeed, this is a very critical Bill because of the constitutional time-frame and also pursuant to Articles 48 and 169 of the Constitution. It is the responsibility of the State to ensure that justice is accessed in a reasonable manner. One of the critical issues about this Bill is about the issue of representation. We support that we do not want representation in this Bill. If it comes at the Committee of the The electronic version of the Official Hansard Report is for information purposesonly. • 13 Oct 2015 in National Assembly: whole House stage, we are going to oppose it because it is one way of increasing the cost of access to justice. If we are going to allow this, we are going to have issues. It is actually going to negate the principle of those courts. view
  • 13 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, the other issue is that of expediting the process. We are told that within a maximum of three days, the matter should have been determined or if possible, it should even be determined within the very day. We know very many cases. We have heard people who have gone to court and it take years or months for their cases to be resolved and yet, they are small issues that do not actually need to take that long time. Another critical issue which we should look at when we move to the Committee of the whole ... view
  • 13 Oct 2015 in National Assembly: constituencies we represent. We have issues to do with dowry negotiations and adultery. You realise that those courts have been there since the old days when elders were used to sort out the issues. We have heard that from our brothers from Meru - the Njuri Ncheke . In the Luhya community, we have the Luhya Council of Elders - and I am seated next to the Chairman. So, when those people come in, they will move with speed and resolve those issues. It is said that justice delayed is justice denied. With this Bill coming into practise, it is ... view

  • 7 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker. This is a very important issue. Indeed, it is true that the operations of Parliament are almost coming to a standstill. The other day I was here, I could not even visit the toilet because it was closed and there was no water and electricity. We know very well that Kenyans are paying taxes. As the Kenya Revenue Authority (KRA) collects taxes, the money goes to the National Treasury. So the issue here is about the National Treasury. We need to be told by the Cabinet Secretary (CS) and the Principal Secretary (PS) what is ... view
