  • 11 Mar 2021 in National Assembly: How I wish Hon. Murugara - he has been a fast-learning student as a first-termer and has been doing very well - had attached further description on this particular product. It is a common product. What reasons may have led to this crop not being scheduled? We should not rush at the Committee of the Whole House to bring in the product. As Hon. Wangwe has clearly said, it very critical that public participation ought to have been done about this particular product. I thank you. view
  • 11 Mar 2021 in National Assembly: Hon. Temporary Deputy Chairman, one cannot say that we are supporting others and leaving others for purposes of inclusivity. That is a very vague reason. When a Motion or Bill comes to the House, we look at its merits and demerits. There is a difference between Hon. Gitonga’s amendment and Hon. Baya’s amendment, and this clarity needs to come out. The product of Hon. Baya is already scheduled. That is one thing that we need to know. It is already scheduled. It is only that he is trying to move it from one category to an upper category for purposes ... view

  • 9 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I rise to seek your direction concerning the dress code of the Leader of the Majority Party emeritus. Hon. Duale has become a senior backbencher and when you look at his dress code you can see his chest is out. We want to know if that is parliamentary. Please give direction. view
  • 23 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support and thank the Committee for clarifying on the issues of disqualification as opposed to exclusion. However, I am looking at Clause 4(1)(i) where the words “as defined in the International Crimes Act” appearing immediately after the words “against humanity” are deleted and substituted therefor with the words “referred to in any international instrument to which Kenya is a party.” For purposes of clarity, we know the Executive can sign any international treaty but unless it is ratified by Parliament, it cannot be part and parcel of our laws. • 23 Feb 2021 in National Assembly: purposes of ratification by Parliament. How I wish there was clarity. I wanted Hon. Kaluma to clarify when talking of a party, does it mean it has been ratified by Parliament. Thank you. view

  • 23 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairperson. In law making, simplicity is very critical. When you look at (c), the value added is totally insignificant. I do not see any value in it because it has already been provided for. We do not just need to bring some issues here for the sake of it. It has already been addressed in (b). I thank you. view
