  • 22 Dec 2020 in National Assembly: Thank you, Hon. Deputy Speaker. This Bill on amendment of the tax rates is coming at a time when this country is still being faced with the pandemic. I am wondering what the Government based on to amend this law. The positivity rate is still going up. The issue is worsening like never before. At the moment, our first line defense, the health care workers are dying. I thought this was the time the Government should put more measures to cushion the country. Unfortunately, it is the opposite. It is the responsibility of the Government to ensure that its people ... view
  • 22 Dec 2020 in National Assembly: over. They are dying. The situation is worsening. The Government should have given more cushions, but it is contrary to what we are seeing here. The truth of the matter is that the major issue is corruption. It is high time that the Government rationalised and harmonised its programmes because the revenue is going down. Currently, the Government has many priorities. It is time we harmonised those priorities, focused on the important ones and forgot about the others. Otherwise, we are coming here for a PR exercise while Kenyans are dying. Doctors are dying. Many people cannot afford food. It ... view
  • 26 Nov 2020 in National Assembly: Thank you, Hon. Speaker for this opportunity. I want to thank the Departmental Committee on Health under the chairmanship of Hon. Sabina Chege and the Vice-Chair, Hon. Kuttuny, for the way they moved very fast to handle this matter. I saw a lot of optimism, but when you read this Report, you realise that it is very disappointing. It is disappointing in the sense that it is sanitising. If we are told that these are the companies which were registered and within less than three weeks or one month, they had been given billions of tenders, then they should go ... view
  • 26 Nov 2020 in National Assembly: stops with the CEO. I have not seen that. You should have highlighted that. The importance of moving this is you give the critical highlights. I did not see that one. As I move forward, the most important thing I want to mention is I have lost people who were very close to me. The medics were close to me. The doctors and the nurses are our first line of defence. If at all these PPEs are not given to them, we have nowhere to go. This weekend, I am going to bury bishops who provide spiritual nourishment. The COVID-19 ... view
  • 24 Nov 2020 in National Assembly: Thank you, Hon. Speaker. I come from North Rift and the Petition that was raised by His Excellency the Governor of Uasin Gishu pertaining to Moi Teaching and Referral Hospital (MTRH) is a serious matter. I looked around and I cannot see the Chair of the Departmental Committee on Health or the Deputy Chair. If at all this hospital has been going on without conditional grants, we request that they try as much as possible to prioritise. The Moi Teaching and Referral Hospital covers the entire North Rift. It goes even to the former Western Province up to Nyanza Province. ... view
  • 24 Nov 2020 in National Assembly: overstretched. So, they really need this money like never before to assure the people in that region of quality health care. The Committee’s Chairperson and the Deputy Chairperson need to move with speed. If possible, they can visit that hospital so that they can ascertain its needs. Otherwise, I support and thank you. view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Speaker. On behalf of my family and the people of Kiminini Constituency, I rise to send a message of condolences to the family of the late Hon. Justus Murunga Kizito. I worked with him closely in the Departmental Committee on Agriculture and Livestock. I know the family has cried so much. However, we pray to Almighty God to give the family strength and comfort at this particular time. Hon. Justus was a very humble and jovial man. I was with him in Mombasa. We did not know that we were going to lose such a person who ... view
  • 15 Oct 2020 in National Assembly: Hon. Speaker, I support the Petition. We need to understand that when a university is established, if programmes cannot sustain The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 15 Oct 2020 in National Assembly: themselves, there is no way it can continue to exist. Maybe, the cost of those Module II programmes should be increased. It is high time we allocated more money to the Higher Education Loans Board (HELB). This is not only happening in Kakamega. We have experienced the same in Kitale. It is true that when a university is established in an area, the economic activities and the Gross Domestic Product go up because there are extracurricular activities. That is because those students have to eat and get accommodation. You cannot force a university to be there if it has not ... view
  • 15 Oct 2020 in National Assembly: Hon. Deputy Speaker, my point of order is to the Chairperson. Is she aware there are people who are 50 years old who have also applied for the jobs? It should be first in, first out. Somebody is 50 years old and he or she has not been given the job yet he or she will be retiring within five years. Can the TSC prioritise recruitment based on first in, first out basis? view
