I rise to support this Bill and to congratulate my friend the sponsor of this Bill for the good work that he has done, but I have some concerns. The critical objective of this Bill is, one, once one attains the mandatory age of 60 years, one should not seek an extension. Secondly, this mandatory age has been in the regulations. What the Hon. Once you have put it in the law, it is going to be very difficult. Therefore, once a Bill has been passed in the Senate it has to come to the National Assembly and as a matter of fact, it should also undergo public participation. We have seen funds from KURA construct roads but governors claim that the roads have been done by the county government. It is high time we labelled them to create the difference. view

We lacked a clear framework on how public participation should be done, particularly in the counties. Governors select a few people here and there. I agree with what Hon. Duale has said. The main intention of this Bill was not so much to do with Article 118 of the Constitution which talks about legislation in terms of Parliament because that can be done within our Standing Orders.
