Hon. Deputy Speaker, as we move on, I want to call upon hon. Members to continue working as a team. I am happy today because the issue of Anglo Leasing was withdrawn. Really, we cannot continue to pay money to people who we do not know. Again, when you read Article 95 of the Constitution, it is very clear. It talks about our role of legislation, representing our people and oversight. It is not a House of clearance and we are no longer going to allow this Parliament to be a rubber-stamp.

Hon. Deputy Speaker, as we move on, I want to call for teamwork. This House has done so much and, indeed, it is the Upper House. If you go as per the number of Bills that this House has passed, it goes without saying that we are the Upper House. What we are trying to put across is about security. Security is not just an issue of the police and the chiefs alone, but even the common wananchi . It is good we embrace this thing of knowing who your neighbour is so that, in case of a problem of ...

Thank you hon. Deputy Speaker, I rise to support this Report with a lot of reservations. I want the Chair to actually listen so that he can respond to our issues. Much as we have the East African Legislative Assembly (EALA), it is supposed to pass laws that are in line with the Constitution. I listened to the Chair when she was trying to move this Motion, unfortunately, she went so much into the observations. I expected her to give an executive summary rather than being told whom she held a meeting with or what was discussed. The presentation was ...

have different kinds of syllabus. Even the number of years is different. We know very well in this country, for instance, we have the 8-4-4 System of Education. When you go to Uganda, I am told they still have Form V and VI. If we are to integrate, it is important for this Committee to involve other key stakeholders so that we can see how we are going to harmonize all that. The Committee should not bring laws which are in conflict with the Constitution of this country. That is going to take us back. I also want to mention ...

professionals who, once they qualify, become idle. That is why LSK and other professional bodies have come up with continuous professional points. What framework has been put in place so that the respective professionals do not just qualify and avoid continuous development? I was in my village and saw a certain doctor prescribing some drugs for malaria. This good old friend of mine, an old doctor, was prescribing some old kind of drugs which are no longer recommended by World Health Organization (WHO). It is important that when professionals have qualified, they need to have continuous development. We already have ...

Thank you, hon. Deputy Speaker. I want to make a request to the Chair of the Committee on Education, Research and Technology. We have many cases, especially from the region where I come from, of Form Four school leavers who were admitted to the university but have no ID cards. They have waiting cards. In fact, The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.
