Hon. Temporary Deputy Speaker, I rise to oppose these amendments. Security is a critical issue, as far as the development of any country is concerned. We remember the Kriegler Report. He went round together with Mr. Miller, the lawyer. That Report was very clear. In some of the recommendations in that report you will find that the police are accused of extra-judicial killings and other violations of human rights. If we give these powers back to the Inspector-General we will be taking ourselves back to the bad old days. In terms of the chain of command, you will find that ...

standards they only say that you can only use firearms in unavoidable circumstances to protect life but not property. Hon. Temporary Deputy Speaker, another issue I want to mention is that this is a model similar to the one of the Teachers Service Commission (TSC); this is a wonderful model that we should be able to use. The Inspector-General (IG) himself is a member of the National Police Service Commission. He and his two deputies are members of this Commission. In case of any grievances, or anything he wants to push through, he is in a strong position because he ...

Yes, thank you, hon. Temporary Deputy Speaker, I rise to support this Bill. I would like to thank hon. Sakaja for bringing such an amendment. We all know that in terms of law, we have the Constitution, which is the supreme law. You go to a statute and then a regulation, but if we leave it at the regulation level as we usually put it, any person might come and change it. But if it comes in as a statute, it will actually put in a lot of force so that in case of any amendment, it has to be ...

As we move on, it is very important that we give a clear description of the youth that we are talking about. When we talk about the youth, it is both male and female. So, what I am trying to put across is that PPOA must cascade itself up to the county level because this is where we are having problems. In the Constitution of this country, the main objective is devolution and a lot of money is being devolved to the county level. Right now, we know it is a minimum of 15 per cent; we are striving to ...

The youth are told they are the future leaders, but we are having many old leaders coming back just because the youth are not empowered politically. We want the youth to take political positions. You cannot take political positions if you cannot run logistics. So, if such projects are going to be put in place, the youth are going to have employment and employ one of their own. We do know that “birds of the same feather flock together”. If a youth has opened an enterprise, it is obvious that there is a high probability; he is going to employ ...

I rise to support. In the case of hon. Onyura who is from the Federal Party of Kenya (FPK), I know we have different pacts and memoranda of understanding (MOUs). In Federal Party of Kenya (FPK), for instance, you will find that they decided that some are on the CORD side and others on the Jubilee side. For instance, I think hon. Gimose, if I am not very wrong, is also from the Federal side. So, we need a proper ruling. Initially, hon. Onyura never used to appear in the House. We had a chat with him and he indicated ...
