You made a ruling in this House that a Bill can only go to the Second Reading if we have a public participation report, which has done very well. Unfortunately, in the other House, the Senate, those are not the provisions. So, for us to move in harmony, we need to harmonise our Standing Orders and those of the Senate. Many a times, the many conditions referred to India like heart surgery and matters oncology can be handled locally. If there is a policy guideline, it will guide. This is because in any case, if a matter can be handled here, there is no point of going to India, Israel or Germany.
