The Controller of Budget is a very important office as articulated under Article 228 of the Constitution. The main responsibility of the Controller of Budget is that of a store-keeper. One of the critical challenges facing counties is revenue collection. Municipalities or city councils would raise more money. Right now, counties are collecting less. The challenge is in matters of integrity. They are collecting more money but you do not know where it goes. They submit less funds. Pertaining the land in Kabolet, as per what is stipulated in Article 63 of the Constitution, it is ancestral land. Those people have suffered for a long time. The new acting Cabinet Secretary for the National Treasury, Mr. Ukur Yatani, needs some orientation so that he knows that there are some areas which are no-go zones.
