  • 28 Nov 2019 in National Assembly: Once we pass the Appropriation Bill on this Floor of the House, any amendment can only be done with concurrence of this House. Under the presidential system, the National Treasury must ask Parliament for concurrence. These are not the days of Hon. Amos Kimunya who could do anything that he wanted because that was a parliamentary system. There is a big difference in the presidential system. Wherever he is, he must listen to me. The Judiciary complained. The Chief Justice lamented. Hon. Speaker, you are here and you are not lamenting. You are the Chair of the PSC. He should ... view
  • 28 Nov 2019 in National Assembly: I want to thank Hon. Ichung’wah for the good work that he has done. As we move forward, there is the issue of Huduma Namba. A lot was said about it. All of a sudden, it has died. We want to know whether we got value for money. We want the Auditor-General to do a forensic audit. We want to be told what happened to this much publicised Huduma Namba. We have not seen the card and data protection. They took our data and we do not know what they are doing with it. I am a very worried man. view
  • 28 Nov 2019 in National Assembly: I thank you, Hon. Speaker. I support this Report on the Supplementary Estimates 1 for the Financial Year 2019/2020. view
  • 27 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I rise to support this Report on the request for extension by the CBK. I am a Member of PIC. I am sorry I am late because I have just come from the unveiling of the BBI Report by His Excellency the President at the Bomas of Kenya. One thing I want to say is that this country is for all of us. Indeed, His Excellency the President was very positive in his remarks. He said we should look at the document. Do not come and say so and so has read on my behalf, and ... view
  • 27 Nov 2019 in National Assembly: also did not attend. During President Kibaki’s time, he used to emphasise the importance of attending Parliament. He used to tell his Cabinet Ministers that they should prioritise the work of Parliament. The reason we think of moving towards having Ministers in this House is because of such issues. There are many Cabinet Secretaries who, when they are summoned, do not want to show up. That is why we are supporting the BBI. We want to refine it further so that Members of the Cabinet can come from the membership of this House. I know there is mixed reaction because ... view
  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As we await your direction pertaining the constitutionality of this Bill, my humble request is that you consider that many people had spoken on the Equalisation Fund Bill. Will I be in order to request you, because one cannot speak twice, to go through the list of those who had spoken for purposes of that provision? Will I be in order? I had loaded and just realised I had spoken on this Bill and my neighbor here is not aware. The electronic version of the Official Hansard Report is for information purposes only. Acertified ... view
  • 20 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I rise to second this Procedural Motion. It is true we burnt the midnight oil when we were debating and discussing the issue of the Kenya Roads Bill. It is unfortunate and very selfish that the Hon. Members from the other House, instead of adding value, only had selfish interests. As we move forward, we should look at the bigger picture of wananchi as opposed to selfish interests. I second. view

  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Sir George, I remember we debated this Bill when it came from the Senate. The Senate had proposed seven years. We had Members who proposed 10 years. I listened carefully. I did not hear you mention the number of years. Hon. Temporary Deputy Chairlady, if you do not mind, I wanted to clarify further. We were keen with the number of years and that was the bone of contention. I remember last time Members thought we should have minimum qualifications like the judge of the high court, but we opposed it. We said we ... view
  • 20 Nov 2019 in National Assembly: suffered and who have not had opportunities. This is what we had agreed. So, can you clarify because if it is 10 years, we will oppose. We want to retain at seven years. view
