We need to understand where this money went to. The Cabinet Secretary or the person who was responsible should take responsibility. This money has been wasted.   • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support the provision for the duration of the term of the Board member as three years. That is also consistent with the provisions for State corporations because this will be a State corporation. The Mwongozo Guidelines provide for three years. It is good for the purposes of consistency. view

More importantly, when it comes to placing Members in committees, it adds a lot of value, as Hon. Wangwe said, if the job qualification or description matches your qualification. For instance, if somebody is going to the energy sector and he has more information as far as matters energy are concerned, he will add a lot of value in the committee. view

We raised this matter last time, that whereas there are Members who are Members of one committee, we have others with five committees. They know themselves. Others are in four committees. I find this greedy, because as we go towards elections, where will they get time to add value in the committees? Let them ask themselves that.   • 13 Oct 2021 in National Assembly: We are all equal here in Parliament. I have seen first timers who have come out very well in terms of legislative proposals. They have done very well. We have had people who have been here even for four terms, but you would not know if they are doing their fourth term or their first term. Respect should be across the board irrespective of the number of terms a Member has served. The value in contribution should be demonstrated from legislation. view

They import sugar for purposes of making money to fund elections. We need some measures to be put in place. I remember we discussed it. Health management in this country has become expensive in as far as diagnosis, consultation and the cost of drugs are concerned. I know we have just passed the NHIF (Amendment) Bill and I remember well that there was a provision for payment of extra premium for higher coverage. On the issue of whether the Speaker can change the decision of the House, the answer is no. You have no vote. In case you change it, that is tantamount to gross misconduct and can be grounds for impeachment. The only person who can change the decision of the House is the President under Article 115 of the Constitution on Presidential Assent and Referral, and he must give justification.
