  • 1 Oct 2015 in National Assembly: Thank you, Hon. Speaker. The EAC Peace and Security Protocol and the Mutual Peace and Security Pact are a very fundamental tool for operationalisation of most of the tenets and aspirations of the region as an economic bloc. The integration process that EAC countries are yearning for will not take off effectively if a conducive environment for investors, economic activities, free movement of labour and free movement of goods is not achieved. It is in this light that the EAC partner states came together and thought of having a favourable framework that can facilitate all these tenets of movement. Operationalisation ... view
  • 1 Oct 2015 in National Assembly: The defence, security and foreign policy for all within the realms of political federation and the East African integration process cannot be complete if the ultimate goal of political federation will not be achieved. Therefore, this peace pact and protocol will facilitate integration of the community towards that direction. The EAC, as a regional bloc, is one of the unique models of economic integration in the entire world that has a legislative framework. The framework of European Union (EU) and the Economic Community of West African States (ECOWAS) do not have legislative frameworks. Therefore, the uniqueness of the EAC should ... view

  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to support the Motion by Hon. Kaluma. Indeed, it is high time Kenya exhibited separation of powers. The Constitution of this country spells out the roles of every organ of the State. It is, therefore, incumbent upon every organ to know its jurisdiction and roles. We have had cases where an issue is pending before the National Assembly or the Senate, but some people outside there tend to run very fast to the honourable courts of this country to make sure that this House, or the Senate, do not proceed with the ... view

  • 17 Jun 2015 in National Assembly: Hon. Temporary Deputy Speaker, with regard to the cost of executing marriages, as it is now, it is extremely exorbitant. It limits and discourages people from formalizing their marriages. It makes marriages very expensive and only a preserve of the rich. Therefore, there should be every effort to amend the Act to make marriages affordable. With regard to the level of decentralization, there is every need to decentralize those units or centres for conducting marriages to every sub-location or even location. Government officers who are presiding over those institutions should also be devolved. We cannot devolve funds without devolving services. ... view
