  • 29 Oct 2014 in National Assembly: Hon. Deputy Speaker, I stand to support the Motion on liberalization of air travel. Air transport remains the safest, most convenient and fastest means of travel anywhere in the world. In order for Kenya to grow its economy and catch up with the rest of the world, the Government should fully liberalize air transport. Lack of regulatory regimes has a tendency of giving room to monopolies. Monopolistic regimes have their negative attributes, including arbitrary fixing of air fares, market distortion and inefficiencies, among others. The early 1990s Bretton woods institutions-backed Structural Adjustment Programmes (SAPs), most governments in the developing world ... view
  • 29 Oct 2014 in National Assembly: Thank you, hon. Speaker. I wish to take from where my Chairman has just left. I happen to be the Vice Chairman of that Committee and, therefore, I have given a lot of institutional memory to the Report. I will be better placed to also give a highlight of the Report. Hon. Speaker, EAC Monetary Union is the fourth stage of economic integration after the Common Market Protocol. Therefore, Kenya, Rwanda and Uganda adopted the principle of variable geometry through the coalition of the willing members; where some members of the community were not ready to move into this stage ... view
  • 29 Oct 2014 in National Assembly: realised that the East African Monetary Union is likely to take off very fast and with little barriers because of the customs and the level of interaction of the people of East Africa. Kenya and Tanzania have the Maasai community. So, there is a lot of cross- cultural interaction in the East African Region. Therefore, the actualising and operationalisation of some sections of the East African Treaty will be very easy just because of the commonality that exists in the East African Community. Finally, every country would want to see its economy and trade increase. At the second inception of ... view
  • 23 Jul 2014 in National Assembly: Yes, hon. Deputy Speaker. I have keenly listened to the response from the Committee Chairperson. It has come out clearly that in the 21st Century, the Government has not upgraded any of the schools in ASALs to low-cost boarding schools. The list that has been provided has names of schools which existed in the 20th Century. So, we want the Government to tell us what it has done to bring pastoral communities to the level of the rest of Kenyans in the 21st Century. Secondly, the Government has accepted that it has a budgetary deficit which has been in existence ... view

  • 2 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. First, I wish to thank the Chair of the Departmental Committee on Environmental and Natural Resources for making a comprehensive attempt at answering this question that was raised by my colleague. view
  • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, three of the areas that the Chair has said are earmarked for drilling of boreholes are in Turkana North Constituency, which I represent. These are Kechoda, Katome and Nakale. I have just heard for the first time that these areas are earmarked for drilling of water. The clarification I wish to request from the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 2 Jul 2014 in National Assembly: Chair is that there are no feasibility studies that have taken place. As of now, most of the pastoralists who reside in these areas have already gone to other areas in search of water mainly because pastures are there. What is the Government doing now as a temporary measure to contain the issue of water deficiency as we wait for comprehensive drilling and equipping of those boreholes? view
  • 2 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speakwer. view
