  • 31 May 2006 in National Assembly: asked the Minister for Health:- (a) whether she is aware that the HIV/AIDS infection rate in Butula Constituency is 35 per cent; and, (b) what plans she has to provide Anti-Retroviral (ART) therapy in health centres to arrest the situation. view
  • 3 May 2006 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to second the Motion. The Constituencies Development Fund (CDF) is a result of the Constituencies Development Fund Act that came into existence in 2003. I have been a Member of the Committee. The CDF has done wonders in this country. We have travelled around the country, as a Committee, and witnessed that through the CDF, constituencies have been able to put up classrooms, build nursery schools, health centres and dispensaries. In schools where children were previously sitting on the floor, the CDF has provided desks. Where children were learning in ... view
  • 3 May 2006 in National Assembly: Mr. Speaker, Sir, there is one bottleneck in the administration of the CDF. In many districts, the District Development Officers (DDOs) have proved to be a bottleneck in disbursing the CDF money. They do not seem to understand that the money belongs to the constituencies. They think that the money belongs to them and, therefore, they have the sole authority to disburse view
  • 26 Apr 2006 in National Assembly: asked the Minister for Home Affairs:- (a) whether he is aware that there are 18,000 orphans in Butula Constituency; and, (b) what action he is taking to cater for their shelter, food, clothing and medical treatment. view
  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Vice-President and Minister for Home Affairs for his long and elaborate answer, which includes an annex on what my efforts have been in seeking support for the orphans in Butula. The children of this country, particularly orphans, are suffering, yet the Government does not seem to have a policy to take care of them. My Question is very specific. I want to know what the Minister has in place in terms of shelter, food, clothing and medical care for the orphans of April 26, 2006 PARLIAMENTARY DEBATES 669 Butula. According ... view
  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, while appreciating the answer given by His Excellency the Vice-President and Minister for Home Affairs, I would like to let the House know that out of my constituency's 600 CBOs that applied for funding from the NACC, only 21 CBOs have been funded in the last three years. So, that is not adequate amount to feed the orphans. Secondly, he talked about the pilot project. As the Government implements a pilot project in three districts, hungry children elsewhere are starving to death. That is not a good way of solving a critical problem. So, could part ... view
  • 5 Apr 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to congratulate 348 PARLIMENTARY DEBATES April 5, 2006 the President for his Address and add my voice to that of my colleagues. This country needs unity. It is only when we are united that we can stand together, address our problems and progress. However, when we are divided, the country cannot move on. This country has been independent for many years. So, we should have settled down in terms of the basic issues that affect us. We need to look at certain key Ministries and address their problems for the ... view
