While I congratulate the Minister for the Budget Speech, I would like to point out that the Budget process is flawed. It is always top-down instead of being bottom-up. We need to change it.   • 6 Jun 2006 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for that answer. HIV/AIDS was declared a disaster in this country more than ten years ago. Up to now, many patients do not access anti-retroviral drugs. The centres the Assistant Minister has talked about are 40 kilometres away from Butula Constituency. A sick person cannot travel that far to access the drugs. Could the Assistant Minister tell the House what budgetary provisions the Ministry has made to enable patients to access treatment? view
