  • 1 Aug 2006 in National Assembly: Mr. Speaker, Sir, while I thank the Assistant Minister for the answer he has given to this House, I believe that this data is within the Ministry of Education. The District Education Officer (DEO), Busia, collected the data and sent it to the Ministry of Education Headquarters. The Assistant Minister has said that Busia District is not among the ASAL districts gazetted by the Government. This is the case, and yet an orphan is a child who is highly compromised nutritionally and economically. Could he consider including Busia District among the ASAL Districts where the SFP takes place? view
  • 1 Aug 2006 in National Assembly: Mr. Speaker, Sir, in Butula, poverty is rated at 70 per cent and HIV/AIDS infection is at 35 per cent. That leaves a lot of vulnerable orphans and other children. The Assistant Minister who is very busy with free primary education does not seem to be very serious about the orphans and vulnerable children. The students in those schools are performing poorly in their examinations because of lack of electricity. Could the Assistant Minister consider supplying electricity to those market centres where there are secondary schools? view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, from the answer given by the Assistant Minister, it seems as though many areas in Butula Constituency will never see electricity, perhaps, until the next century. Under the Rural Electrification Programme, there seems to be no systematic programme to supply electricity to areas that lack it. Could the Assistant Minister tell this House what plans he has to supply electricity to Butula Constituency? view
  • 19 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I would like to add my voice to Members who have spoken before me. Housing is a human right and Kenyans have a right to housing. Unfortunately, in this town, most Kenyans live in the slums, where they are not provided with basic amenities. They live below the average human accommodation level. The Government owes Kenyans proper accommodation. Therefore, the mushrooming slums should not continue escalating everywhere.   • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I wind up, I would like to support the Motion. Housing is a human right and, therefore, Kenyans are entitled to this human right. With those few remarks, I beg to support. view
