  • 18 Apr 2018 in National Assembly: This Motion talks about programmes that go with those institutions. We have those programmes. People who suffer from various mental illnesses can access them so that they can be helped. That is my understanding of this Motion. It is programme based. We need more information on where the services can be found, once they are established. I support it. The people who are ill, suffering from stress, those who are anxious about issues, those who have psychological problems or generally mental illness will access the services so that they can healed. These programmes are good but they are too few ... view
  • 18 Apr 2018 in National Assembly: There are many types of gender-based violence like rape. Rapists are sick people. They need these services. We should not just arrest them and put them in prison for five years. They need to be given some training and then counselled so that when they come back to society, they do not rape again. view
  • 18 Apr 2018 in National Assembly: To conclude, this matter must be spread out all over because we are in the era of HIV/AIDS. I worked in this area quite a lot. I even did my research and other things in this area. When the disease sets in, there were many centres that were established for testing and counselling. Today, they are almost not there. I do not know where they went to. We need to bring them back so that people can use them. Thank you for giving me this opportunity and I support this very important Motion. view
  • 17 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. This is a very good Bill because it is a guideline that helps us understand how counties can work with donors and investors. It is a good relationship because counties are still very young; they are only five years old since they were established. And they do not have much for development. Challenges are still very many. They do not have enough resources. They do not have skilled manpower. So, partnership makes a very good strategy for counties to develop. It means that when you work with the private ... view
  • 17 Apr 2018 in National Assembly: where PPP is taking place. It is all over the world. It is the new approach that is being used. Even highly developed countries work with the private sector. They engage them. They work as a team. One does not see the other as a stranger. They are part of working together as a nation. The private sector has done a lot for any country, including Kenya. That is why I believe that the counties will be better run. Hon Temporary Deputy Speaker, this is a very good guideline where there will be no suspicion of who wants to exploit ... view

  • 21 Mar 2018 in National Assembly: needs of the police, namely, their human rights. They have a right to housing, good employment, salaries, food, clothing, education and everything else. Because that right is there and not many people want to become policemen because their image is so wrong--- There is a lot of violence within the Police Force itself because the policemen are killing themselves and their families. Their frustrations are everywhere. They cannot live a better life because they are frustrated by the whole system. view
  • 21 Mar 2018 in National Assembly: Lastly, I belong to the Committee on Implementation. Somebody raised that up why we do not follow up what we pass in the House. I will take it up with my Chairman to ensure that we follow it up. view
  • 20 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I would like to contribute to this Bill because talking about road networks, expanding and improving them and ensuring that people can use them safely is a key development issue. The road problem in this country is wide and has spanned for many years. Not any one time has the road system in this country been praised for being well-done. Nairobi, being a capital, should be one of the areas where the road system is impressive. Surprisingly, it is the worst. When the rains come like they have currently, ... view
  • 20 Mar 2018 in National Assembly: internationally-required standards so that everybody who lives in those areas enjoys using the roads. Whether you are a cyclist, a pedestrian, on a bus or a train, we should use the same road without interference. Lastly is the discipline that goes with the road system. We do not have any discipline at all. We just drive as though there are no road rules. We overtake at the wrong point causing accidents. We cross the road at the wrong points. Motorists over-speed. Some do not wear seat- belts. There is simply no discipline. We abuse each other even as we overtake. ... view
