  • 7 Jul 2021 in National Assembly: just simply based on their family relationship with one another. I think qualifications such as education and experience of several years are going to be very important. view
  • 7 Jul 2021 in National Assembly: Otherwise, I support it, but with reservations. I would like the secretary also to be highlighted because he/she is the CEO and a very important person. He needs to be a member of the human resource institution simply because he is one of those that are employed almost on a permanent basis or longer than the chairperson. The chairperson is somebody who is employed for three years or in some cases, maybe, five years and renewable once. They can still be employed elsewhere. So, in my view, they are temporary. We do not demand too much of experience from them, ... view
  • 24 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I am a Member of this Committee and we really deliberated on this matter. Along the way is when long-term diseases emerge and your resources also get low and you suddenly cannot afford medical care. We thought this is very important. All of us will go through it at some point in time. view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I take this opportunity to convey my condolences to the family of the late Hon. Jakoyo Midiwo. The late Midiwo is somebody I have known since childhood. We grew up together even though I am much older. The late Hon. Midiwo performed marvelously as a politician. The Gem people and the people of Siaya have a lot of respect for the late Hon. Jakoyo Midiwo for the debate he had in here, the way he was very eloquent, forceful and determined. He has remained a history for the people of Gem. The late Hon. Jakoyo is ... view
  • 11 May 2021 in National Assembly: Actually, I did not mean to but it is good to take this opportunity to say that I support the Narcotics, Drugs and Psychotropic Substances Control (Amendment) Bill (National Assembly Bill No.27 of 2020). Although I have not read so much of it, I know that it deals with crimes of narcotics. The Bill is dealing with issues where punishment is meted on those who are involved in some of these drugs. I support. view

  • 25 Mar 2021 in National Assembly: (Siaya (CWR), ODM): Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Actually, I had requested to speak on Hon. Peter Kaluma’s Bill. Still, this is very important. The Bill that Hon. Florence Mutua has raised is still very important. It is an amendment that will help many people who want to come to Parliament and are part of our parties, but do not have good opportunity. Since I have not read it very well and I have not prepared myself, I wish to be given a chance immediately I sit down. Just give me about ten minutes, ... view
  • 25 Mar 2021 in National Assembly: Otherwise, I support the Bill, the little that I have heard, and would wish to be given an opportunity to contribute properly. I thank you. view
  • 2 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to add my voice to this Bill. It is a very good Bill. It deals The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 2 Mar 2021 in National Assembly: with the education of children. Early childhood education (ECE), as has already been emphasised here, is the beginning of education for any child. It is the foundation of education for everybody. It is also an institution where character building begins. Socialisation takes place at ECE level and a child becomes good or bad from that point of education. So, I support the Bill. The Bill seeks to standardise education of the child in the sense that we need to have trained teachers and a curriculum in place that is acceptable to the community and the people. It is a place ... view
