Your authority as the Speaker is important in the Constitution. Therefore, anybody who does the opposite of what you direct should not be entertained. If we do not take this seriously, it will come down to our committees. You will remember there is a time when Cabinet Secretaries refused to come to our committees. Had we not stood firm and demanded that they appear, they would not be appearing even now. I support what Sen. Khaniri raised.

Madam Deputy Speaker, I request that you redirect and make sure that the issues affecting the people of Vihiga are addressed accordingly. You need to take this seriously. If you do not do that, soon it will affect issues that we raise in this House.

Remember that this Bill was initiated during the time I was the Chairperson of the Committee on Education and you were still the Vice Chairperson during that time. We had realized the importance of this Bill, especially when we were in Canada on matters to do with vocational education to solve issues of unemployment in our country. Madam Deputy Speaker, it captures those students at the lowest level. That is the level where we have many of our youths. In as much as we have captured through technical training, most of those students who complete Form Four, we have not captured very well the pupils that complete without progressing to secondary schools. This Bill will cater for them. Part I has clear definition of terms. It has created a lot of clarity on various terms that will be used to define this level of education.
