  • 13 Nov 2019 in National Assembly: We cannot use marginalisation and the Equalisation Bill as a parameter to reward laziness and misuse of Government funds. When you look at the share of the national revenue, the so-called marginalised counties have received the highest allocation since Independence. Also, three-quarters of NGOs in this country operate in those zones. When you look at the share of NG-CDF we receive the same allocation. We do not factor in the issue of population. view
  • 13 Nov 2019 in National Assembly: People talk about land mass, but are we rewarding idle land which people cannot put into good use or which is being used to graze camels? Let us tell Kenyans the truth. Look at Israel, it is a dry land which is producing. Let us encourage our people in these regions not to use Parliament as a scapegoat to promote their laziness. These people should give birth so that they can get enough human resource to utilise those regions. Hon. Temporary Deputy Speaker, protect me because they are many and I am alone. view

As I support this, let me observe the following. The Law of Contract is an invitation to treat both the borrower and the lenders, and make them have obligations to meet. When you borrow and when you guarantee somebody, you should know that you are supposed to meet your part of the bargain to pay up.   • 3 Apr 2019 in National Assembly: The role of police is to protect the lives and property of people. That is the duty of the police. As Mr. Mutyambai takes up the position of IG of police, my plea to him is to first ensure that the police reforms that are proposed in the new Constitution are adhered to. The reforms will go a long way in ensuring that there is confidence and trust between people and the police service.   • 3 Apr 2019 in National Assembly: The IG of police should work hard to rein in rogue police officers. Two months ago, Khwisero Constituency lost five lives when people were brutally murdered. Investigations indicate that some police officers were involved in the murders. It is not fair for a police officer, who is charged with the duty of protecting lives and property of people, to be named as a compatriot in engaging in heinous acts. I want to also join my colleagues in supporting this Motion that village elders must be remunerated, appreciated and supported. On Friday last week, we had an attack in Khwisero and the first person to relay this information to all of us was a village elder. I stand today to say that as a House we must graduate from Motions to Bills that can anchor this proposal in law so that these people can be supported.
