In normal circumstances, you would expect that Senator of a county to know something about a petition being presented to the Senate by the Governor of his county. Unfortunately, I am hearing about this petition for the first time. This demonstrates the poor working relationship between governors and senators in some of our counties.   • 6 Apr 2017 in Senate: Mr. Deputy Speaker, Sir, I am aware of the efforts that the Chairperson and the Vice Chairperson make to ensure that we get statements relating to security issues. However, I want to know if there is an established mechanism between the Office of the Clerk to ensure that we get these statements. I have heard her just talk about going to the Office of the President to pursue responses. Should we not have a mechanism that does that without necessarily having the Chairperson or Vice Chairperson going to these offices for something that they ought to do automatically? view

This is because it brings into focus the plight of entrepreneurs who have conducted business with county governments, but have had their businesses collapse because of non-payment on the part of the county governments. This case is replicated all over the country. In this particular case, imagine a young company which has completed its part of the contract, in fact, they have obtained a completion certificate, but they have not been paid a whooping amount of Kshs900 million. I am of the view that this matter should be exhaustively examined by the relevant Committee so that they can look at this whole scenario and make recommendations as to what ought to be done, going forward. It is possible also that this people cannot afford the cost of litigation and something ought to be done to help them. view

Violation of procurement law and regulations is not restricted to Nyamira alone but is happening in all the counties. We know cases where tenders are awarded and payment effected and the procedures are followed afterwards. This is completely irregular. The Senator for Nyamira is not in the House to welcome the delegation from Nyamira County because as you are aware, he is a presidential candidate. He is therefore very busy right now receiving delegations from various parts of the country and discussing strategies for his victory.
