• 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, as I said, that project started only a few years ago. But over time, we have been trying to improve, even on the mechanism for consultations. As I said, we have a high number of requests from wananchi. We have improved the consultation mechanism to ensure that hon. Members are consulted. In fact, they participate in determining the sites where the footbridges are constructed. We could not construct footbridges in every constituency. The Schedule further requires that the counties should be operational by the year 2013. The mandate of the Ministry of Public Works is to provide basic infrastructure facilities to the public.
