  • 30 Jul 2014 in National Assembly: must state its position and then we take this matter to the counties and tell them that we have to deal with this issue in a clear way as a nation. This Bill will provide a very clear way in which we shall appoint the people who will deal with matters AIDS. The Authority will be subjected to public scrutiny and it will be formed through Parliament. So, we shall have people who are relevant in dealing with this matter. We shall look at their papers and shall know who it will be that we will be delegating to deal ... view

  • 3 Jul 2014 in National Assembly: Thank you hon. Temporary Deputy Speaker for giving me an opportunity to speak to this very important Motion. From the outset, I would like to say that I support this Report. We have witnessed in this country - and I think all my brothers and sisters in this House are witness to this - the fact that governors are running the counties without any consultations with Members of Parliament, both the Senate and the National Assembly. As has been said, this is contrary to the express provisions of Article 6 of our Constitution that requires that matters that affect the ... view

  • 24 Jun 2014 in National Assembly: Thank you for giving me an opportunity to speak to this very important Motion. First of all, I want to set out and say that I support this Motion. I support this Motion because in my opinion, I think this is one of the greatest things that we shall be doing in this country. For a hundred years, we have relied on a railway line that was set up by the British in this country. We have, otherwise, transported our goods on the roads in this country and destroyed the road network. I think we need to be resolute in ... view
  • 11 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Bill. First of all, I would wish to congratulate my brother, hon. Sang, for bringing this Bill. I have had opportunity to run through the Bill. I think it is addressing a very important section in the practice of medicine in our country. I am encouraged by the preamble that has been set out in this Bill; which is a proposal that the Parliament of the people of Kenya makes the provision for the training, registration and licensing of physiotherapists to regulate the practice. Parliament ... view
  • 11 Jun 2014 in National Assembly: Thank you for your guidance, hon. Temporary Deputy Speaker. I would like to say that this field is very necessary and critical. Physiotherapy is key in the management of most ailments in this country. This Bill provides for the registration and keeping of a register for members who will be practising this branch of medicine. The provision for a register for members who will practise this branch of medicine is important because it will weed out all those people who have been pretending that they are practitioners of this particular branch of medicine. Hon. Temporary Deputy Speaker, the Bill also ... view
  • 11 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, I have looked at the Act and it provides all this at Part IV and particularly Sections 19 to 24. Section 21 is the one which provides for the qualifications for one to practise as a physiotherapist. The registrar of physiotherapists will be required to keep a register. view
