I think this is a very important Bill. I have looked at the Bill and it provides for disciplinary measures against any person who might go against the provisions of the Act. It is a good Act and I support it.

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to speak to this important Motion. From the outset, I would like to state that in this country, we are always looking for resources and yet, it is clear from this Report that we have a gold mine. We have, in fact, been allowing foreigners in the form of Italians to mine it without giving us any form of returns. The only returns they have given to us are basically meager payments in terms of rents. What they give us compared to what they get from the information they ...

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to speak to the President’s Address to Parliament. I would like to say that I want to congratulate the President first of all for merely addressing himself to the letter of the Constitution, which requires him to present a report to this House every year; that he did. Having said that, I would like to point out that his Address and report more or less disclose more failures than really successes and this is the unfortunate bit. Hon. Temporary Deputy Speaker, on my part I think I want to ...

Hon. Deputy Speaker, there is really nothing that is out of order. I just want to bring to the attention of the House the fact that all the speakers to this Motion today seem to be in agreement that this is an amendment that is agreeable to the entire membership of this House and move, under Standing Order No.95, that the Mover be now called upon to reply.

Thank you, hon. Temporary Deputy Speaker, for giving me an opportunity to give my thoughts to this very important proposal for amendment. From the outset, I support it. To me the reasons are very clear, according to the Constitution and I want to support it because of legal reasons. I have looked at the Constitution, particularly Article 9, which provides for the national symbols and national days of the Republic of Kenya. The first one is the national flag. I am informed in this presentation by the provisions of Article 6(1) and (2), which provide that:- “(1) The territory of ...

It is clear in the Constitution that we have two levels of government, the national and county governments, and we have gone ahead under this Constitution to define what the national symbols are. These national symbols are important because they define what Kenya really is. It is important for us to define and prescribe those people who shall---

I have spoken to the provisions of Article 9, which provide for the symbols of our nation. Once we recognise these symbols as our national symbols – the national flag, the National Anthem, the court of arms and the public seal – we must also define how these national symbols shall be used by anybody in our Republic. We are saying that we must limit the utility of these symbols. For example, we cannot have the public seal being used by every Kenyan in whichever ways they wish to use it. I believe that this point is within the law. ...

I have also listened to my able colleagues as they made their submissions on the provisions of Article 10 of the Constitution, which particularly addresses the issue of national values and the principles of governance. As we look at the national values and principles of governance, we must also take cognizance of the fact that this is a sovereign state, which needs to define how those values shall be achieved. We cannot have values of everybody running around, wrapped in the colours of the national flag, and doing whatever they want to do. The amendment that we are debating is ...

Thank you, hon. Deputy Speaker for giving me this opportunity to contribute to this most important amendment proposal. From the outset, I want to say that I support the proposed amendments. I support them for good reasons which have been enumerated by speakers who have preceded me. I think all of us know that our youth in this country, for a long time, have been moribund and have not participated in the financial matters of this country. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ...
