This is what it says: “Before any contract is entered into, the contracting authority shall comply with the provisions of the Public Procurement and Asset Disposal Act 2015 and the regulations there under, the Public Private Partnership Act 2013 and any other applicable law.” If you have a law, you cannot have a contract that supersedes the law. view
