  • 17 Oct 2018 in National Assembly: Hon. Ombaka, you seem to be arguing on the line that juvenile offenders should be taken to prison, but the Constitution has said they should not be jailed. Unless you are proposing to amend the Constitution so that we can take those juvenile offenders to prisons, your line of argument is not available. The Motion says that it is our duty as Parliament to provide guidance and funding to build hospitals and juvenile homes so that those children can be given the skills they require. As Members are contributing, it is clear that the institutions are not seen and the few that are there are dilapidated and have fallen into disarray.
