Mr. Temporary Deputy Chairman, Sir, I also agree with my fellow Chairman that we are trying to balance between the Executive arm of the Government and the private sector in order to introduce some element of independence and autonomy to this Board. So, my proposal is that we do not replace the Chairman of the LSK with another Government appointed person but instead we leave it. Instead of one other person being appointed by the Minister, we make it two other persons.

Mr. Temporary Deputy Chairman, Sir, then we should make it three because we are trying to reduce too much Executive influence on the Board and let as much of the private sector be part of it. So, I propose that the position goes to another person so that they are three.

On a point of order, Mr. Deputy Speaker, Sir. There is a big difference between âreadingâ and âreading and understandingâ. I think what Dr; Khalwale is referring to is flipping through pages. I am talking about âreading and understandingâ the content of the document and many of us who read and understand know that you need time to do that.

It is not up to this House to convince the Deputy Prime Minister and Minister for Finance that we should have the debate in five days, instead of seven days. Mr. Speaker, Sir, I am a bit baffled by the nomenclature describing hospitals, dispensaries and all these. Is it possible to have a sub-district hospital without a district hospital? If my logic makes sense, you cannot talk about a sub-district hospital when you do not have a district hospital. Is it based on geography or facilities? Which is which?

The amount was Kshs24 billion. I think the Prime Minister talked of contingency, reallocations here and there and, maybe, some Budget cuts. The effectiveness of this programme will actually depend on its implementation and the implementation will depend on the availability of resources.
