Mr. Speaker, Sir, the request is for a Ministerial Statement from the Minister for Agriculture regarding the question of sugar-cane and sugar industry problems. I think the Minister undertook to give that Statement on Thursday, which is today. I do not know what is unclear. Everything is crystal clear.

Mr. Speaker, Sir, I sought clarification on about four issues. However, the Minister is delaying his Statement on the account of only one out of four. Would he be in a position to give the Statement on the basis of three and then give the remaining one next week on Tuesday?

Mr. Temporary Deputy Speaker, Sir, while I support this Motion, there are very relevant concerns that I would like to raise. Fortunately, we have had an opportunity to meet with the Deputy Prime Minister and Minister for Finance at our Departmental Committee today. The concerns that we raised were taken into account by the Minister. I realise that, in his address to this House, he has actually acknowledged that there are governance areas that we will have to address.

The main governance area that I think we will need to deal with is the question of reporting to Parliament all external financial commitments that the Treasury gets engaged in with any donor. This is like an overdraft facility. Even if you have an overdraft facility, you do not get money out of that facility until you meet certain conditions.

Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Agriculture. The issue of sugar-cane has been a teething problem for farmers and I would like the Minister in his Statement, to deal with three aspects of cane farming in this country.

One, the Sugar Act provides for the weighing of cane at the farm-gate of the farmer. That is the law as of today. The practice is different. Sugar-cane is transported from the farm to the miller. There is a lot of spillage and all that loss is being borne by the farmer. What does the Minister intend to do to rectify that situation so that the loss does not go to the farmer but goes to the miller or transporter?

Mr. Deputy Speaker, Sir, secondly, I would like the Minister for Agriculture to clarify the issue of the 30 per cent imposition of penalties for burnt cane. This is a penalty that has been unilaterally determined by the millers and imposed on the farmer. We would like to know the rationale for that; whether it is legal and why it is the farmer who should bear the cost of cane which is burnt. It is not in all cases that cane is burnt by the farmer himself because the penalty is meant to deter farmers from burning their own cane. ...
