  • 5 Feb 2009 in National Assembly: given a lot of promises which they have reneged on and as I stand today, the farmer is beginning to wonder whether it is really necessary to continue growing cane under the circumstances. Therefore, I would like to request the Minister to give a clear direction as to whether Mumias Sugar Company is going to build Busia Sugar Factory. If not, is there an alternative and should the farmers stop growing cane and instead grow other crops altogether? Thank you. view
  • 3 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, I have two points for clarification. Could the Minister clarify the issue of the pumping rate increasing from 440 million litres per hour to 880 million litres per hour? I believe that when His Excellency the President went to Kibwezi to open the project, it was stated that, that project would increase the pumping capacity from 440 million litres per hour to 880 million litres per hour. view
  • 3 Feb 2009 in National Assembly: The Minister, in his Statement, has just told us that some works are being done in Mombasa and when complete, the pumping capacity will increase from 440 million litres to 880 million litres per hour. What is the current pumping rate? What is the effect of the project which the President opened? view
  • 3 Feb 2009 in National Assembly: Finally, I am surprised that the Minister has not touched on a very crucial issue regarding the handling of discharge of fuel from tankers. That is the issue of the jetty. At the moment, there is only one jetty in Mombasa. Therefore, it cannot handle more than one tanker at a time. I would have expected that in his long term planning, the Government would increase the number of jetties from one. This should be done even if it means having floating jetties. Is that an idea that has crossed the minds of the people in Government? Is it something ... view
  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister shed some light on what he said about the introduction of the Infrastructure Bond that was launched by the Minister for Finance? What effect will it have on his plans for the road sector? view
  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, I think the Assistant Minister will be in order to give us the figure relating to the ordinary revenue that has been collected, because 2.5 per cent is the calculation. I have a feeling that the Assistant Minister could have problems with calculating 2.5 per cent. Could he give us the figure of ordinary revenue collected for each financial year and we shall do the calculation? view
  • 29 Jan 2009 in National Assembly: Madam Temporary Deputy Speaker, I stand here to oppose the amendment to the Motion. I have very good reasons for doing so. view
  • 29 Jan 2009 in National Assembly: If one has really read through this Report, one should have seen that the common denominator that runs right through the Report, from the beginning to the end, was the issue of secrecy and speed with which the transaction was carried out. When a transaction takes shorter than it ought to, then you raise many questions. I do not even know where Mr. Michuki has found the word "corruption", because it is not in this Report. I do not know which report and which page he has referred to. view
