  • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, from my earlier remarks and from contributions by the various Members of the House, the Central Bank of Kenya Act is a very important act. I think the general spirit of reforms in the banking sector has been that the Central Bank of Kenya must be autonomous. It must be completely independent of the Ministry of Finance. We have said that any amendments or reviews to the Central Bank of Kenya Act should be looked at on their own. That is by looking at the principal Act. We believe that, as it is today, there are ways and provisions under the existing laws to deal with defaulters of Value Added Tax (VAT), Income Tax and all other taxes. This new addition is meant to be a convenience for the collector. However, I think it could easily be abused to affect taxpayers. A specific case, for example, is if property is ... view
  • 4 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I was just trying to lay the foundation for the reason for the deletion. view
  • 19 Jul 2007 in National Assembly: Mr. Speaker, Sir, I just wanted a clarification from the Assistant Minister. He is talking about the oil being lifted at the official price. I think he needs to clarify; what is the official price vis-a-viz the market price? The only reason I think the Government of Kenya will benefit from the Nigerian Government is if the official price will be lower than the market price so that that differential which he is calling a commission can actually be of benefit to this country. If that is the case, then I am very surprised that the Government will only be ... view
