When they fill in the so called "proposal forms", really, they do not know what they sign. The conditions of the policies are set out in small print. So, the proposers do not, really, know what they enter into. The time you will have a claim is when you will know where the problem lies. Therefore, we should make certain amendments to the Insurance Act to protect innocent wananchi who enter into contracts with insurance companies, which, later on, become difficult and take advantage of ... view
  • 9 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I do not, really, think that we can sympathise with the Minister's incompetence to have not anticipated the urge for the Insurance (Amendment) Bill to have included the clauses he has included in the Finance Bill. If he has not done so, then it must have been an afterthought. Therefore, he must pay the price of his incompetence by making sure that he, quickly, after this, comes up with amendments and include them in the Insurance (Amendment) Bill. view

However, I think he left hanging in the air the fact that once this money is collected, and has gone to the Consolidated Fund, there is absolutely no guarantee that all of it will go to the KSB and what percentage will be given out. There must be a linkage between the amount of Sugar Development Levy collected and the amount of grants going to Kenya Sugar Board through the Ministry of Agriculture. In fact, by the time we end up with it, what is going to happen is that the Government is going to collect this money and it will go to the Consolidated Fund, and the matter ends there. First of all, I would like to make an observation that there are a number of clauses that are included in the Finance Bill that should not really be there. This has been a problem over the years. We have, for example, issues to do with insurance. That clause should be deleted from the Finance Bill and taken to the Insurance (Amendment) Bill.   • 3 Aug 2006 in National Assembly: concern. This is about the skewed distribution of resources in this country. Budget after Budget, when the Printed Estimates have come to this House, we have pointed out how uneven the distribution of resources is in the various Ministries. The notorious examples have been the Ministry of Water and Irrigation, the Ministry of Roads and Public Works and other Ministries. So, part of the reason why the CDF was created was because of this uneven distribution of resources so that every constituency will have a chance to have some resources to deal with the question of poverty.
