Thank you, Madam Temporary Speaker. I will ask my first question now and the other one towards the end of this session. First of all, I thank the Cabinet Secretary for a comprehensive and well-thought- out answer. The Cabinet Secretary said that Kenya and Ethiopia share a border with Somalia. We do not have Ethiopian defence force or army inside Somalia. They were very clever. It is very expensive for a neighbouring country to go into Somalia because

the communities that live on the border that we share are the same; they are relatives and friends. Cabinet Secretary, since you also come from the same community, is it not good advice for Kenya to withdraw? I am not talking about ATMIS, but our KDF. Is it not prudent for our defence forces to be guarding our border rather than being in Somalia? This is because being in Somalia is creating problems for us. As I speak, Mogadishu is safer today than North Eastern; Mandera, Garissa, Wajir and even Tana River counties. What advice would the Cabinet Secretary give ...

Mr. Speaker, Sir, this issue is not confined only to Pumwani. It is affecting the whole country. The housing issue is a devolved function. The county governments are now transferring public lands to individual developers. I would like to give an example of Buxton Estate in Mombasa, which is before our Committee, which I happen to be a Member of. In Buxton, the land is 12 acres and the value is Kshs3.6 billion. The former tenants were evicted. They were given rent for one year. Up to today, the developer of that project has not completed it. The poor people ...

Thank you, Mr. Speaker, Sir. I am really surprised by what the Cabinet Secretary is talking about. She says they are registering PWDs, the vulnerable and the elderly. Marsabit County; the largest county in this Republic, is experiencing a lot of problems. The people who are meant to be registered are being asked to provide fuel for Government vehicles. In some instances, there are no vehicles to even register people. A place like Ileret is 400 kilometres from Marsabit and 200 kilometres from the nearest constituency which is North Horr. PWDs, with no food in their stomachs and no water ...

Thank you, Madam Temporary Speaker. I rise to support this Motion by Sen. Faki. I would like to address this issue in two ways. First, is the issue of Lamu County. As you are aware, I am the Chairperson of the Committee on National Cohesion, Equal Opportunity and Regional Integration. The issue of Lamu is very dangerous. What is happening is that the al-Shabaab is getting through to Lamu youth and recruiting them because there is an issue between the communities living in Lamu and the communities who have lived there and have just been brought some time back. They ...

The question we must ask ourselves is whether it is the Government policy to support AMISOM and send our military forces to Somalia while we are not secure in Kenya. Are we supposed to secure Somalia or our country, Kenya? You could be more secure in Somalia than in Kenya. The question we should ask this Government is; strategically, is it in our interest to be in Somalia today? It is not. This Government should tell us the number of officers we have lost since the 1998 al Qaeda Bombing. Also, we have lost many teachers and civilians through terror ...
