On a point of order, hon. Temporary Deputy Speaker, Sir. Is the Member in order to say that they are the only ones who travel on roads? I go to Murang’a and I use a road which is very bad and there are very many accidents along the road. Should he insist that the people who travel on the road to Homa Bay are the only ones who are involved in accidents?

Hon. Deputy Speaker, there is a problem here because some hon. Members continue to talk of discrimination in terms of age. They should have read the Bill of Rights as contained in our Constitution, which clearly states that you cannot discriminate anybody on the basis of age. What constitution have they been reading?

On a point of order, hon. Temporary Deputy Speaker, Sir. I have been sitting there with my intervention button on. My request is that the people of Murang’a be accorded the respect that they deserve. It is very sad that everybody in this House is talking of Murang’a County. Yes, we believe that one of us is from that place and if there is going to be any fight against the people of Murang’a, then we will not just sit down. We will fight to the end.

Thank you, hon. Temporary Deputy Speaker, for giving me a chance to contribute. I stand to oppose this report from the Departmental Committee on Education, Research and Technology. First and foremost is to accept the fact that I come from Murang’a County, and there is no crime at all in having an interest in any matter in this country. If there is one nominee from Murang’a County he should be accorded the opportunity to serve the country like all other nominees I believe that any report or legislation that is in contravention of the Constitution is null and void. We ...

Hon. Temporary Deputy Speaker, I have little time and I do not require any information. I will still refer hon. Members to Article 27, which states that you cannot discriminate against any individual on the basis of sex, religion, colour or even age. I have been following very carefully the debate in this House. People have been talking of this and that age group. It is good to appreciate that most of the members with the best The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ...

knowledge and experience are above the age of 50 years. There is nothing wrong and it is not stated anywhere that if you are above the age of 50 years you cannot be appointed to a committee. With all the problems and irregularities in this report, I beg that Members reject it in totality. We had a problem with regional balancing in this country and that is why we went to the counties; we did that so as to solve the problem of tribalism. However, some people are trying to propagate the same. If we are Kenyans of good will--- ...

Thank you, hon. Speaker, Sir. I had put on my intervention button for quite some time and I thought could be it was not working. Actually, I was also just rising to make a comment on the issue of the replies to requests by the hon. Members, especially for Statements. In this period of ICT, I think it should be in order that when an hon. Member asks for a Statement the concerned Committee, through its clerk, should be in a position to even forward the same report, or the response, to the hon. Member through an e-mail, so that ...

Also, before I resume my seat, it is also of great concern that some of the Statements we are asking for, we expect to be called to the Committees even to participate. You wait for a month, two or even three months and some of them are very urgent.

Hon. Speaker, Sir, there was one time I was on the Floor seeking a statement on issues about running of universities in this country and up to now, there are some officials or staff members in various universities who have been sacked for no good reason, especially by Jomo Kenyatta University of Agriculture and Technology (JKUAT). One of the Deputy Vice-Chancellors, a Prof. Njue, up to now does not know his fate. He has just been suspended for a reason he does not know; up to now a university’s committee has not given a good reason as to why that ...
